River will be blockaded until we are satisfied that
normal friendly intercourse and relations will be
resumed and maintained with Great Britain. The local
naval and military authorities are satisfied that they
can carry out these operations provided that forces
now at their disposal are not diminished. The object
in view is to prevent recrudescence here of 1925-1926
troubles and toend the danger situated in the Yangtze
valley.
